When will my app be eligible for BFS?

Two questions.

It says I need to have 50 net installs since launch.

In dashboard I see there are 52 merchants with my app, and in Dev Dashboard there are 55 installs.

But in BFS form there is no green checkmark on that point.

Second question, is why I don’t have enough data for “Interaction to Next Paint (INP)”. My app is not that much about admin ui, usually it is set up once and forget it. Not sure how can I improve that metric.
